NAFSMA Webinar on USACE RAPID Planning

Tuesday, November 17, 2026 - Tuesday, November 17, 2026
11:00 PM ET

Joe Redican, Deputy Chief of Planning and Policy, and Monique Savage, Senior Policy Advisor, U.S. Army Corps of Engineers

Join Joe Redican and Monique Savage of USACE for a briefing on the new RAPID Planning Framework, introduced in 2026 to improve project delivery efficiency across Civil Works planning.

What RAPID Means for Civil Works Projects

The RAPID framework is designed to streamline decision-making and cut down on the bureaucratic delays that have long slowed Civil Works project delivery. It replaces duplicative paperwork with a leaner process focused on getting projects to completion on time. RAPID stands for:

Risk-Informed – Planning decisions incorporate risk assessments from the outset.
Aligned – Stakeholders across the process stay coordinated and on the same page.
Proportional – The level of process scales to match the size and complexity of the project.
Iterative – Continuous feedback allows plans to be adjusted as they develop, rather than locked in early.
Decisive – Built-in mechanisms support faster, more confident decision-making.
Why It Matters to NAFSMA Members

For agencies working with USACE on flood risk reduction and stormwater management projects, RAPID represents a meaningful shift in how Civil Works planning moves from concept to delivery. This session is a chance to hear directly from the USACE leaders shaping the framework and to ask how it will affect projects currently in the pipeline.
